Currently the order to create an issue security level is:

• Creating an Issue Security Scheme
• Setting the Default Security Level for an Issue Security Scheme
• Adding a Security Level to an Issue Security Scheme

But it is not possible to Set the default level before you add the security level first! So please change the order to:

• Creating an Issue Security Scheme
• Adding a Security Level to an Issue Security Scheme
• Setting the Default Security Level for an Issue Security Scheme

This applies to both the menu on the left and the actual documentation on the right.
