We are currently utilizing the progressWorkflowAction method to move an issue from one state to another. This method specifies that we should pass in a string to indicate which action should be performed. For our needs, it would be preferable to pass in an initial state and a desired state. If our action would violatethe workflow, we can handle it through exception handling.
