Assignable user permission = support@xxx.xxx & tchin@xxx.xxx (Timothy Chin)
CreateOrComment handler setting = project=TST, issuetype=7, createusers=true
Note: if ccassignee is not specified, ccassignee = true

It seems that the person registered in the CC field is not recognised at all.
