Restriction/Permissions for Covent to Issue/Sub Task operation

Hi,

As of today, the Convert to Issue/Sub Task operation cannot be restricted to:

1. Groups, i.e. we want only specific uses to be able to run this operation using project permission scheme (like with Time Tracking, Comments, etc.).

2. Issue Types, i.e. we would like to restrict the conversion to specific issue types.
For example:

• Some of our sub issue types are opened automatically by the system (like merge issues that cannot be opened manually)
• We don't want development tasks to be converted to bugs, etc.

This feature is a very handy one for us and we wanted it for a long time now, but we cannot use it in our system if we will not be able to restrict it and keep our work methodology intact.
