JIRA should be enhanced with global permission of managing filters.
The owner of this permission gets use and manage access to all filters defined in Jira.
By default this could be assigned to JIRA system admins.
Currently filter access introduces severeal problem in environment of big and diverse
userbase with many changed happening every day.
