We have two types of JIRA users:

• Developers
• Users
  Developers like the full-featured HTML JIRA emails, which include full interaction with the system.

Users are scared by them, and want less, but not format-less, emails.

Unfortunately, if we change the templates in webapp/WEB-INF/classes/templates/*/.vm, that's a global thing. It would be much better from our perspective if we could define multiple templates (like "text", "full_html", and "minimal_html") and assign that to users and/or projects, rather than just full-html or text.
