As part of the upgrades to the JIRA header for 4.0, some colours have been made configurable from the jira-application.properties file which were not present before. As a result, if any users upgrade JIRA from an earlier version but retain their old properties file, these properties will have NULL values.

We need to ensure that these values have hard-coded defaults which maintain the intended look of the new header.
