Administer Project link on Browse Project page only shows if Administer Project permission is explicit

      The "Administer Project" link on the Browse Project page currently only shows if the Administer Project permission is explicitly given to the user via groups or roles. A user may additionally be able to administer the project due to the fact that they are given the global permissions "JIRA Administrators" or "JIRA System Administrators".
