    Description

      Currently, the code for selecting a permission scheme (as well as notification & issuesecuritylevels) lives in two places. The RPC ProjectServiceImpl, and the AbstractSelectProjectScheme web-action. We should re-factor this into a single place in a service/manager to avoid introducing bugs such as JRA-10337.
