Locale compatibility of Excel export

      It would be great if JIRA is able to generates the Excel spreadsheets base on the user system locale. For instance, there is a field with value '2.705.43' in an Excel file. If the Excel file is viewed in an operating system which locale is Italian, the value will be 'converted' to '0,57655323'. Please take a look at the screenshot.
