      In the JIRA Standard Edition.

      1. Enable Issue Linking

      2. Create a set of link types, "duplicates" and "requires" say...

      3. Create a Link between two issues

      At this there is no option to manage the issue link; so to change the link type from "duplicates" to "requires" it is necessary to delete and re-create the link...
