Most people seem to think that RSS is broken when they play around with the RSS links in JIRA, and we internally we end up having to write documentation for how to set up an RSS filter, which is a bit rubbish. I suggest that by default you add &os_authType=basic to the end of the rss link that you create (just like Confluence does).
(By the way I think you are missing a component for something like RSS/Notifications)
