RegexCommentHandler with IMAP not just POP

      It doesn't seem that RegexCommentHandler can be enabled with the IMAP service. So, aside from the idea covered by JRA-11807 that there should be a RegexCreateOrCommentHandler, can it also be possible to use the RegexCommentHandler with IMAP.
