RSS feeds presented by filters (labeled comments and issues) do not show up in html headers, have useless names and the wrong mime type

    Description

      The comments and issues rss feeds presented by filters (the comments and issues links) have several problems that make them less than useful to us:

      1) The links are only included in the html as normal links, not in the html header of the page, this makes it impossible to subscribe to the feeds from IE7 and harder than it has to be in all other feed readers, please include something like this for all feeds mentioned on a page:
      <link rel="alternate" type="application/rss+xml" title="$titleOfFeed" href="$linkToFeed" />

      2) The names of the mentioned RSS feeds are set to the name of the filter, meaning that it's impossible to tell the difference between the issues and comments feeds, please set the feed title to something like $filterName - issues or $filterName - comments

      3) The mime type used for feeds is: text/xml;charset=UTF-8, this causes IE7 to not recognize the RSS feed when the user just clicks the issues and comments links, please set the mime type for all RSS feeds to application/rss+xml.

      ... oh and remember to encode the entities for values in RSS feeds as reported in JRA-14366.
