It would really be great to understand in what context a comment was written.
The user is given the opportunity to add comments for many operations such as attachments, resolutions, linking etc.
In many cases, it would add much clarity if you could see the reason that comment exists.
Very similar to JRA-1062 but go further and include a reason for all comments.
