permanently keep deleted attachment - attachment graveyard

It would be really handy if a user could soft delete a attachment, which basically removes the attachment in his/her point of view, but the actual attachment still exists. Deleted attachments should be recoverable (resurrection) by administrators.

Having this feature will make sure attachments deleted on user error or easily recoverable, without digging though all backups.
