We need to add a method to the ChangeHistoryManager to getAllPreviousIssueKeys(issueKey) given an issueKey. This is useful for SCM plugins that need to display changesets for an issue. If the issue was moved (and therefore has a different issue key), we still want to be able to see changesets that were committed with the old issuekeys.
