Currently picking a filter is done with a select list. This becomes unusable as the number of filters in the system becomes large.

A popup filter picker mechanism would need to interface with the ConfigurableObjects API so that plugins that use select controls for picking a filter can migrate to the filter picker type.

The popup can later become more sophisticated with search capability as filter sharing is implemented.
