Many of our customers are not aware if a new release of JIRA has been made. It would be nice if we can display in the footer or in the license section a small note which informs the user that a new release (version 3.xxx) is now available.

The URL from where JIRA fetches this information could be listed in the external-links.properties file so that we can show the current JP version number to Japanese customers.

This would encourage the users to renew their licenses since a number of our customers are not even aware that a new version is available. Also, this could be handy when we make a security update and would like the customers to know about it.
