When an issue is resolved assigning it should not change status from resolved

      If an issue is resolved, it can then be assigned to another user. However this then changes the status to Assigned and then the issue has to be resolved again.

      Taking the example of a case where only developers have permission to resolve a issue and only qa people have permission to close a issue.

      The workflow will fall down once the developer resolves the issue and assigns it to a qa person who cannot then close it as the status has been changed to Assigned
