When an issue is closed on JAC, I can create a link from the issue using the "Link this issue to another issue" operation on the operations menu. However, on the same issue, the "Manage Links" screen hides the option "Link Existing Issue". This is inconsistent because I'm allowed to create links on the main issue screen, but not on the manage links screen. (See attached screenshots.)

I think issues should still be able to be linked when they are closed, so the bug is that the "Manage Links" screen hides the option "Link Existing Issue" for closed issues (when closed issues are not permitted to be edited).
