the following i18n keys are duplicated in one and the same language file especially in the german language pack (the second one even with different text):

/com/atlassian/jira/web/action/issue/AttachFile_de_DE.properties::attachfile.error.notallowed
/com/atlassian/jira/web/action/issue/MoveIssue_de_DE.properties::moveissue.error

I also had a look into the english language pack. I couldn't find there the english version of AttachFile_de_DE.properties.
But the second mentioned i18n-key is also duplicated in MoveIssue_en.properties.

We came across that because we are developing a small tool to keep our own translations.
By the way, we also found out that the i18n-keys are not unique across in one language package.... We made it now unique by using the path of the language file with the i18n-key.
