Clean View Issue page by moving (View) links for voters and watchers to link on actual value

      Instead of showing the option to view the watchers or voters for an issue after the link as "Votes 2 (View)", put the link on the actual value and remove the (View) text, eg just "Votes: 2".

      Watchers: 0 (View)

      should be

      Votes: 0
      Watchers: 0

      If there are no votes/watches, the values should just be rendered as a text-only 0. If there are votes/watches, the link should be on the number.
