Add a warning on the Time tracking page if the Log Work Issue operation is disabled

      If the Log Work Done issue operation plugin (that is shipped with JIRA) is disabled, then the Log Work link on the view issue page disappears for everybody. This caused some support hassles.

      If the Log Work Done issue operation is disabled we should add a warning on the Time Tracking page.
