when viewing issues without specifying a filter criteria, and then
deleting an issue, JIRA comes back , after the deletion, with a
message stating that a search exception was thrown. When the search
is restricted by kind of issue (task/bug, etc), this does not happen.

The Issue Navigator allows you to browse all the issues in the system. Filters allow you to limit the issues that you see.

Using the panel on the left, you can create and edit new filters.
