Notification of user signup and auto creation by mail

Hello,

Due to possible spam on a public server it would be nice to be able to have people notified of new users creation:

• On signup
• Autocreation with an incoming mail handler.

It can warn the admins that some maintenance tasks are needed: User could be duplicated is he changed his email adress, a spammer might need to be removed, etc).
