From what I can tell, the dashboard does not depend on scriptaculous at all, but we still include it.

Scriptaculous seems to include 5 libraries - builder,effects,dragdrop,controls,slider of which we import controls,effects,dragdrop

effects.js seems to include a object called 'Effects', usages of which I could not find in either charting plugin or JIRA.
dragdrop.js gives you 'Draggables' and 'Droppables', none of which could be found.
builder.js gives you Autocompleter. No usages could be found in JIRA or charting plugin.
