Description
In order to safely upgrade an JIRA instance, we need to be able to stop users using the JIRA instance during the backup and restore. One way to do most of this is to restart JIRA on a different port before doing the export then restore. That way users can't access it. However this does not stop services running and doing stuff.
Hence this issue. It would be a good idea to make sure that services do not run during a manual XML export or restore.
(Note that we are also recommending another way of stopping users changing the database: modiffying the database connection settings to make the database read-only during the export. This doesn't need services to be disabled during the export. But it is a good idea anyway.)
