It would be useful to have a page in JIRA that listed all the Components in a Project (not Issues broken down by Component) , with their Name and full Description, visible to all users and not just administrators. This would let users familiarize themselves with all the Components, so they know which to assign their bugs to.

Right now, the only place this seems exposed is in the Add/Edit Issue pages. The "Component/s:" list lists them by name, and if you hover, it shows a tooltip with the Name and a truncated Description. Good as a memory jogger, but not a good overview to show developers and testers new to the project. The only other place I can find the Component Description text is in the Edit Component page, which is only visible to project admins and only shows one component at a time.
