Link issues across jira instances

      With more and more open source projects using JIRA, I'd like to have the ability to link issues together.

      For example

      http://jira.jboss.org/jira/browse/JBWS-1746

      should be linked to

      https://issues.apache.org/jira/browse/CXF-817

      I only want to look at JBWS-1746 to know whether CXF-817 has been resolved
