Currently, the components lead option is not included in the permission schemes. Therefore, permissions are not able to grant the component lead.

I suggest that, as in Bugzilla, there is an option to specify who can verify / close a bug on a per component level. This would be an optional feature, largely for projects with a dedicated QA team. The benefit of it is that it is - in these environments - clear that who can verify and close a bug.
