why do all registered users appear when searching an issue by Assignee/Specify User?

    Description

      Dealing with very different projects and people, it is quite annoying that when searching an issue by assignee/Specify user, all registered users appear to anyone.... Isn't there a way to see only the people that have permission to access the project concerned by the search?
