Enabling "External user management" should not disable "View Project Roles" on user

When External user management is turned on in the General Configuration, the "View Project Roles" option for users in the user browser disappears. This seems like a bug, because role management is still part of JIRA regardless of whether users and groups are managed externally. Besides, the "View Project Roles" link is still visible on the user's public profile.
