Moving portlet up reults in IndexOutOfBoundsException

      There was a problem reported by Steve when moving a portlet up on the dashboard (from the bottom position):

       java.lang.IndexOutOfBoundsException: Index: 4, Size: 4
	at java.util.ArrayList.RangeCheck(I)V(ArrayList.java:506)
	at java.util.ArrayList.get(I)Ljava/lang/Object;(Optimized Method)

      Re-shuffling the portlets a bit (moving the one above to the bottom) fixed the problem. It's still unclear how JIRA got into this state however. We need to investigate the portlet move code to see if it's possible to end up with an invalid position index.
