Users can be added in the Groups section when editing role memberships

Going to Administration ->

, click "View Members" of project roles, and click on "Edit" in the Groups column. Here it wants groups, but if you enter a username it accepts that too:

(here 'bob' is a user, not a group)

This doesn't seem to result in stacktraces or errors.
