CVS Log Handler no longer generates Issue Commented notifications

This issue only started when we upgraded from 3.1 to 3.7.4

Issues commented throught the CVS Log Handler are not sending notification emails any users. If the issue is commented by hand (through JIRA) users do get a notification (so there is no problem with notification or email setup).

It looks therefore that this feature was broken sometime between 3.1 and 3.7.4
