When viewing an issue, there is no easy way to work out which comments by a user are in relation to which files attached by a user.

The user will typically write "See attached for a screenshot of the problem." But with multiple attachments it becomes very easy to lose track of which attachment relates to which comment. Users must be forced to refer to their attachment by filename so that viewers can understand which attachment relates to their comment.

A better way would be to link to the attachment not only in the attachments section but also in the box for the comment that was submitted along with that attachment.

That way attachments would be accessible in both areas - attachments section and comments section.
