Allow role selection for some global permissions - Browse Users

      I've just noticed that the UserPicker isn't availble to project admins when involved in project user management. The workaround is to make a project-admin group and add this to the global Browse Users permissions. Assigning Project Roles (Administrator) to this global permission would be much easier.

            Jira provides good ability to allow project members to only access what they have permissions for. Jira does an excellent job keeping people from seeing projects they are not on. The one exception to this is Browse Users. The browse users feature is nice, but shows everyone in the system. It would be more useful to limit it to those that have permissions on the current project. "Browse Uses on this Project" would be useful. Many of my customers compete with each other, and I'd rather they not meet unexpectedly in the Issue Tracking System.

            I think the problem here is that most global permissions never have a project context. The only global permission that kinda makes sense is the browse users permission but even here what would you do on the issue navigator (in terms of finding the in-context project). Also what would you do about this when on the group member edit page.

            I don't think there is a way we could make this work.
