Add Watcher generates java script "error on page"

      When we try to add a watcher and select the icon on the right side for selection...
      we see the java script to be called is openwindow('userNames")
      but we get "java error on page" and do not see the list

      recently upgraded from 3.5 to 3.8 Enterprise
