If user A performs an action that changes a workflow, but user B changes the workflow before user A submits their change, when user A eventually performs the action they will recieve the 'Workflow Changed' error screen. Any comments made by user A will be completely unrecoverable and must be rewritten from memory.

'Workflow Changed' error screen should always output any submitted comment text so that the user can salvage their work from the error screen. The current workaround is to copy the comment text prior to posting.
