Disable Mail Notification for Bulk Operations not working as documented

      Although the documentation states:

      The user must be an administrator or project administrator of all the associated projects for the bulk operation in order for this option to be available.

      I find that being a project administrator is not sufficient. It is only showing that option for full administrators. If this is fixable by a patch to 3.6.x., please advise, as I am not ready to upgrade for quite a while.
