Ensure components are not created with any empty string values

    Description

      When creating or editing a component no values should be stored as empty strings as some databases treat empty strings differently (eg. Oracle treats empty strings as NULL). This should avoid any more oracle specific bugs with components. This issue has been raised as a result of JRA-12130
