Attachments are not created if the message (e-mail) has no body

      Running Tomcat 5.5, Java: 1.5.0_08-b03, OS = Linux 2.6.18-gentoo-r6, i386, DB= MySql
      (see attached System Info.doc)

      If a users sends an email to JIRA with an attachment the attachment is not created/stored in JIRA if the email body is empty.

      To reproduse this just send an empty email with an attachemnt. Make sure the email is sent as TEXT only since HTML will create something in the body.
