In a restrictive project users generally might not have the permission to assign issues to other participants,
except via workflows and only if this coincidates with a status change (this is what is required by my project,
an assignment where a status change is involved at the same time).

Withdrawing the "assign" permission will let the assign-option disappear from the "action" menu (which is good)
but also entails that users can no longer be picked from e.g. the Standard Workflow Screen, since this is not permitted
to the current user. It seems to me that workflow transitions will be executed in the security context of the presently logged
in user.

Is there an issue/solution I missed?
