The Description of Group To Role Mapping Scheme Tool is not descriptive enough

We should add more information on what the tool does:

• creates new schemes
• replaces the chosen references of groups to roles
• associates projects with new schemes
• renames ols chemes (and keeps them around. i.e. does not delete them).

Get Jeff and Rosie to review the changes.
