Link File Attachments to Comments

A way to link file attachments to comments would be very useful. Or to upload a file attachment into a comment.

e.g. "Here is the new file". But currently you have to upload it into the attachments section. So you would have to say "The new file is abc.txt"

Instead it would be more convenient if you could the file in the comment. "Here is the new file" and then the user could just click it below, instead of searching for it under "attachments". I mean because what if there are 5 slightly different copies of the file? So each attachment right now would have to say abc-rev1.txt abc-rev2.txt etc.
