System redirects to Login page when Project Administrator clicks "Edit Project"

Steps:

• Log in as JIRA admin
• Create user test
• Create project TST with project lead test
• Assign user to project role Administrator
• Log in as user test
• Go to Administration, select project TST and click Edit Project

Actual behavior: system redirects to login page
Expected: system displays edit project page
