Upgrading JIRA to 3.7 loses group comment visibility restriction

    Description

      If upgrading from 3.6.x where there are no project roles, the new default comment visibility restriction option (roles) was being used. This is fine for a new installation, but for an upgrade, we need to have Roles Or Group comment visibility restriction options.
