Remove all remaining references to httpservletrequest by expanding the VelocityRequestContext

Need to expand the VelocityRequestContext to contain request attributes such as the requestURI(). This will allows us to remove any dependencies on the HttpServletRequest in the Jira Toolkit in support-tools.vm (and possibly others). The VelocityRequestContext should probably pass back null or an empty string in the absence of a HttpRequest.
