Specifying an unknown tab causes the tab panel to error

    Description

      On an Issue screen, specifying an illegal tab (eg. ?page=unknown) causes an ugly red box to be rendered in place of the tab content panel with the following:

      An unknown error occurred - actions == null. Please see logs for more details.

      This then persists in the session until another tab is specifically chosen. Should be caught and a default tab chosen.
